Dramatic footage filmed in Crimea showed beachgoers running after an explosion at a nearby military airfield.
One person can be heard urging her mother to run, as a plume of smoke is seen in the distance.
Russia's defence ministry later said ammunition was detonated, but this has not been independently verified.
The Ukrainian peninsula that Moscow annexed in 2014 is a popular destination with Russian tourists.
